What exactly is bankruptcy?

I want to withdraw all my savings in the bank in order to avoid payment of the loss on the sale of home. My savings are not in the same bank where I have the mortgage. Is this a good move, or am I getting into a trouble?

what happens if you declare Bankruptcy and you or a your child need medical or dental care that you must pay for first then get reimbursed by your companies health care?
