It appears that you do not meet the criteria to file a consumer proposal. A consumer proposal is filed by someone who cannot pay their debts in full, an in order to file a proposal the debtor must be insolvent. In other words, the debtor must not be able to pay their debts when due. It seems that you are having a cash flow problem, not an insolvency problem, as you indicate that you will have the funds in a few weeks.
