To do a bankruptcy under Canadian law, you have to be either living here, operating a business here, or have assets here.  A bankruptcy under Canadian law won’t protect you from your US creditors if you are living in the US. As far as having assets here goes, if you have a bank account in Canada with some funds in it, that could qualify you to file here.
